• You rent, or may want the clear glass back one day.
• The window is existing and otherwise fine — replacing good glazing for privacy alone is expensive and wasteful.
• You want a specific pattern, color or gradient, where printed film offers far more choice than etching.
• You are covering several windows and cost matters.
• You want it done this weekend rather than in three weeks.

• You are replacing the glazing or specifying a new installation anyway — the marginal cost of obscure glass is then small.
• It is a shower screen, a heavily used door, or another surface where film would be scratched or picked at.
• You want it seamless, with no visible edge on close inspection.
• It is a rented property you own and you want something no tenant will remove.
• The pane is unusually shaped and film would be awkward to trim cleanly.

The gap is not close. Film is a small purchase and an hour of your afternoon. Frosted glass means a replacement pane, measured and fitted by a glazier, on a lead time — usually the largest single cost of any privacy solution discussed on this site.

Film's ongoing cost is that it does not last forever. Expect years rather than decades, and expect edges to lift eventually, particularly in a steamy bathroom. Replacing it is a small job. Frosted glass has no ongoing cost at all.
